WHITTIER, Los Angeles County — People planning home repairs or additions in the City of Whittier should know that its official Building & Safety guidance says the 2025 California Building Standards Code took effect locally on January 1, 2026.
The adopted code family includes building, residential, plumbing, mechanical, electrical, energy, green-building and existing-building requirements. The applicable requirements depend on the proposed work and the specific parcel; not every minor repair requires the same permit.
What can be handled online?
The city lists online residential applications for work such as certain electrical rewiring, EV chargers, service panels, interior mechanical changes, plumbing, re-roofing, seismic retrofits and solar. Some exterior alterations, bathroom work or window replacements require prior Planning approval.
What should homeowners do before hiring?
Ask Community Development whether a project requires zoning review, a building permit, inspections or outside-agency authorization. A contractor’s promise that a repair is ‘permit-free’ is not an official exemption.
Whittier’s Building & Safety counter is at 13230 Penn Street; the city provides (562) 567-9320 for permit and inspection questions. Inspectors generally need approved plans and project documentation during construction.
The city also offers a permits-and-inspections portal. Before uploading plans or making payments, use the city’s official link rather than an unsolicited third-party service.
